With a background in naval architecture, Samuel now serves as Installation and Foundation Manager in Taiwan. He observes the offshore market entering a phase of significant growth, creating vast opportunities on a global scale.

How do you see Taiwan contributing to the overall offshore market?
“When offshore wind development began in Taiwan, the supply chain was virtually non-existent, requiring everything to be established from the ground up amid significant uncertainty. Yet the potential was evident, and the market responded with optimism.
Today, while the global offshore wind sector is navigating headwinds such as increasing supplier costs and a slowdown in the U.S., Taiwan’s market continues to progress, albeit with greater caution. The supply chain has matured, valuable lessons have been applied, and continuous improvements are underway. Although some developers have exited due to financial pressures, the market still presents opportunities for those with a long-term commitment.”
Samuel’s perspective underlines Taiwan’s importance not only as a domestic growth engine but also as a model for other emerging offshore markets in the region. Beyond his market insights, what truly drives his contribution to this industry is his personal motivation.
What is your motivation to work in this field?
“For me, seeing these projects realized is the biggest source of motivation. That is what led me to study architecture and offshore construction in the first place. I really enjoy taking something that starts on paper – plans, drawings, and calculations – and then seeing it come to life on such a massive scale in the real world. Watching a project go from preparation to execution and then suddenly standing completed is incredibly rewarding. The installation phase is often fast-paced because vessel time needs to be minimized and the challenging weather of Taiwan, but that makes it even more exciting to witness how quickly everything comes together.”
This hands-on passion for engineering and execution reflects the mindset that drives Blue Power Partners’ global project delivery. Yet, in an industry as complex as offshore wind, individual expertise alone is not enough, Samuel emphasizes.
How important is it for you to work in a team?
“At first, shifting from working alone to working in a team can feel a bit challenging, but once you establish good collaboration, the benefits are clear. A well-functioning team is far more efficient than working alone. You can share the workload, build on each other’s strengths, and achieve results faster and more effectively. For me, being part of a strong team not only makes the work more efficient, but also more enjoyable and sustainable.”
